1. Entity Incorporation

Establish a Dutch legal entity, usually a B.V. (Besloten Vennootschap), and register with the Dutch Chamber of Commerce.

2. Preparation of Licensing Documents

Draft a complete licensing package including business plan, AML policy, IT security plan, financial forecast, governance details, and outsourcing policies.

3. Capital Deposit

Deposit the minimum initial capital (EUR 350,000) in a Dutch bank account prior to submission.

4. Submission to DNB

Submit the application via DNB’s online portal along with all supporting documents.

5. Review and Clarifications

Respond to any follow-up queries from DNB and submit clarifications or document updates if requested.

6. DNB Decision

DNB assesses the application (usually within 13 weeks after completeness). You’ll be informed of approval or rejection.

7. Operational Readiness

Once approved, ensure systems and compliance teams are fully functional before launching services and leveraging EU passporting rights.
